Who cannot apply to the Sister2Sister Exchange Program

Understanding Program Restrictions

While we encourage qualified students to apply, certain factors make applicants ineligible for the Sister2Sister Exchange Program. Please review these criteria carefully before starting your application to avoid disappointment.

Age Requirements

You are NOT ELIGIBLE if:

  • You are younger than 15 years old at the time of application
  • You are older than 17.5 years old at the application deadline
  • You will turn 18 before the program departure date
Why? The program requires participants to be minors (under 18) for the entire duration to comply with U.S. visa regulations and youth exchange program requirements.

Gender Eligibility

You are NOT ELIGIBLE if:

  • You are male or identify as male
Why? Sister2Sister is specifically designed as a girls' exchange program to empower young Pakistani women through international education and cultural exchange.

Citizenship & Residency Requirements

You are NOT ELIGIBLE if:

  • You are not a Pakistani citizen
  • You hold dual citizenship (Pakistani + U.S.)
  • You currently reside outside Pakistan
  • You have U.S. permanent residency (Green Card)
  • Either of your parents holds U.S. citizenship or permanent residency
Why? The program is funded by the U.S. Department of State for Pakistani nationals who have not had extensive exposure to the United States. Applicants with U.S. ties don't meet the program's purpose of introducing new participants to American culture.

Academic Eligibility

You are NOT ELIGIBLE if:

  • You are not currently enrolled in school (grades 9, 10, or 11)
  • You have already graduated from high school (Matric/O-Levels)
  • You are enrolled in university/college
  • Your academic performance is below 70% (or equivalent B grade)
  • You have been expelled or suspended from school for disciplinary reasons
Why? The program is designed for current high school students. University students and graduates are ineligible as the program places participants in U.S. high schools.

Previous Exchange Experience

You are NOT ELIGIBLE if:

  • You have previously participated in a U.S. government-sponsored exchange program (YES, FLEX, Kennedy-Lugar, etc.)
  • You have lived or studied in the United States for more than 6 months
  • You have participated in another long-term exchange program to any country
  • You are currently applying to or participating in another exchange program
Why? The program aims to provide first-time international exchange opportunities. Resources should benefit students who haven't had such experiences before.

Health & Medical Restrictions

You are NOT ELIGIBLE if:

  • You have serious medical conditions that would prevent you from living independently
  • You require specialized medical care not readily available in most U.S. communities
  • You have severe psychological conditions requiring intensive treatment
  • You are unable to participate in normal daily activities due to physical limitations
Why? Student safety and well-being are paramount. The program cannot accommodate needs for specialized medical care that may not be available in host communities. Minor health issues (allergies, asthma, etc.) with proper medication are generally acceptable.

Family & Guardian Requirements

You are NOT ELIGIBLE if:

  • Your parents/legal guardians do not consent to your participation
  • You have no identifiable parent or legal guardian
  • Your family cannot provide emergency contact information
  • Your parents refuse to attend mandatory orientation sessions
Why? Parental support and involvement are essential for program success. The program requires active family participation and consent for all minors.

Legal & Criminal Record

You are NOT ELIGIBLE if:

  • You have a criminal record or pending criminal charges
  • You have engaged in activities that could threaten U.S. security
  • You have violated visa regulations in any country
  • You have been deported from any country
Why? U.S. visa regulations require clean criminal records. Any criminal history will result in visa denial and program ineligibility.

Family Employment Restrictions

You are NOT ELIGIBLE if:

  • You or your immediate family members work for the U.S. Embassy in Pakistan
  • You or your immediate family members are employed by program implementing organizations
  • Your immediate family members are current employees of the U.S. government
Why? To avoid conflicts of interest and ensure fair selection, applicants with direct family connections to program administrators or U.S. government employees are ineligible.

Application Integrity

You will be IMMEDIATELY DISQUALIFIED if:

  • You provide false or misleading information in your application
  • You plagiarize essays or submit work written by someone else
  • You forge documents, signatures, or recommendation letters
  • You submit multiple applications under different names
  • You attempt to bribe or improperly influence selection committee members
Serious Consequences: Dishonesty in the application process will result in permanent ban from all U.S. government-sponsored programs and may affect future visa applications.

  • Ineligible applications will not be reviewed or returned
  • Application decisions based on ineligibility are final and cannot be appealed
  • If you're unsure about your eligibility status, contact us BEFORE applying
  • Being selected does not guarantee visa approval – U.S. Embassy makes final visa decisions
